Reactor pools are necessary to cool down used fuel after unloading. Many electrical utilities maximize existing storage capacity with pool re-racking. In the case of a severe accident, risks are increased. If safety authorities impose stronger restrictions concerning the capacity or duration of storage, utilities will face challenges for unloading their pools.
